Karnataka Open School Education was legally established under the guidance of jurists, eminent educationists, and social workers for the development of education in wide areas. The Government registered the Council for the propagation and development of distance education on the pattern of Non-Formal, Open, Continuing, and Distance Education Systems.

Karnataka Open School Education is a legal, self-autonomous body. It is dedicated to serving disadvantaged groups, street children, women, poor communities, and minorities.

The organization is established for the development of education under the guidelines of the National Education Policy 1986, Government of India, and the Programme of Action 1992, Government of India.
